The 21st Century Reforms (Re)Shaping the Education Policy of Inclusive and Special Education in Finland

In recent decades, an essential global aim of the reforms of special education has been the promotion of inclusive education. This article discusses the implementation of reforms with a focus on tiered support systems in the context of Finnish comprehensive school education. Based on earlier literature, legislation, and administrative documents, we provide a background for Finnish education policy and special education reforms. The focus of this article is on the description of parallel reforms targeting the re-structuring of the systems around support for students and funding of education in the 2010s. Academic literature provides us with evidence supporting the demand to device teacher training programs able to aim awareness and reflection about inclusive education themes, moving beyond the only theorical and technical knowledge. The present paper proposes to show a pedagogical experience aimed at Primary Education students of Palermo University, which intends to promote a process of critical thinking on the representation and conceptualization of disability and in‐ clusion, through a training methodology based on the use of performing arts for improving traditional Problem‐based Learning approaches.

Using a sample of 384 Finnish teachers, in this study we explored how teachers' attitudes towards inclusive education, self-efficacy, and collective efficacy in behaviour management affect their behaviours in teaching appropriate behaviours to students, and how teachers' attitudes, self-efficacy, and collective efficacy mediate the effect of background variables on teacher behaviour. The results revealed that teachers’ self-efficacy and collective efficacy significantly predicted their behaviour. The number of students with attention or behavioural problems has an indirect negative effect on teacher behaviour, mediated by teacher self-efficacy. peerReviewed

Instrument Validation to Measure Teachers' Perceptions of Universal Design for Learning

Resumen: El diseño universal para el aprendizaje (dua) ha sido estudiando en los últimos años como modelo para responder a la diversidad en el aula. Sin embargo, hay pocas investigaciones que proporcionen datos sobre su eficacia. El objetivo de este artículo es validar una herramienta que permita evaluar las percepciones basadas en dua de los profesionales, a través del análisis factorial confirmatorio de una muestra de 230 profesionales.
